This kind of Naval visor has existed even before the Russian Revolution! It carries the the cirilic inscription “Russian fleet” on its ribbon.
This is a Russian Naval hat, also calles "Beskozirka". The hat features the classic anchor emblem on the front, and is decorated with a ribbon that is specific to a particular naval fleet and/or school. It would make a great addition to any military uniform collection.
